Fostern is the second rank in Garou society. Having proved herself as a Cliath, the Fostern is now a respected member of Garou society and might occasionally be able to persuade a higher ranking Garou to actually listen to her. In Garou society as a whole it is rare for a Fostern to hold a position in a sept, although a promissing Fostern may hold a minor office such as Keeper of the Lands. In the Bluepelt Sept, with only a few higher ranking Garou, Fosterns are considered alpha material.
